Sims 4 Can T Place Rooms Above Fourth Floor

Sims 4 can t place rooms above fourth floor. I m trying to build a hotel but it won t let me build above the 4th floor answer save. However they can only go to one of the rooms. When the first floor closed it should have automatically added a ceiling second floor if you accidentally deleted the ceiling second level. Keep doing this till the empty room covers all of that top floor note that once you drag that piece out over the new area you can then add a new empty room in the area you just created.
