Sims 4 Cant Select Floor

I am trying to recreate part of a build on a different lot and the stairs will not under any circumstances place against back walls.

I get a message that says stairs can t intersect with walls. However you should be able to place objects on top of rugs except for the yoga mat as your sims need to use the mat. Perhaps try shift clicking the hamburgers and try resetting the object. Repairing the game may help.
